Seminar on Capitalising Forestry and Climate Change in Malaysia

Malaysia has built up a secretariat and Standard Operating Procedure (SOP) to assist interested stakeholders in engaging in climate forestry project. This was achieved in a short-term capacity development project financed by Danida and implemented by FRIM. Recognising the need for stakeholders to keep abreast with the latest development in forestry CDM, a Seminar entitled Capitalising Forestry and Climate Change was held in Forest Research Institute Malaysia (FRIM) on August 11, 2008.

This main objective of this seminar was to enhance awareness on forestry CDM and possible project that would be generated to further look into the future opportunities for creating carbon offset programme in the forestry sector. The two main opportunities are related to Reduced Emission from Deforestation and Degradation in Developing Countries (REDD) and Voluntary Emission Reduction (VER) project.

With the support of Danida, this seminar successfully attracted 103 participants comprising of planters, researchers, academician, NGO’s government officials, decisions/policy makers, property developer and individuals involved in forest management, natural resource management, land use planning and development.

A total of eight presentations were presented by experienced speakers. Topics of presentation include climate change scenario-beginning with providing participants an insight on the recent development in climate change with relation to forestry, Standard Operating Procedure (SOP) for forestry CDM projects in Malaysia, eligible land for A & R CDM in Peninsular Malaysia, carbon offset project MAS, outlook for reducing emission from forest degradation and deforestation (REDD) in Malaysia, FCPF: first step in REDD, GHG inventory in Malaysia, private sector movements in the carbon market and carbon neutral export? Show me the money. Each session of presentations generated lively discussions from the floor. As a result of these presentations and follow-up discussions, the general sentiment from the participants includes:

  • CDM Afforestation and Reforestation modalities may not be attractive or viable in the Malaysian context, but there are avenues for the negotiators to change this during the post-2012 negotiations

  • REDD and VER projects are more viable and attractive alternatives for forestry climate change projects and should be explored but needs to be monitored i.e. national registry

  • CDM forestry secretariat should assist in developing the methodologies for adaptation and mitigation

  • REDD is another window of opportunity for developing countries to profit from carbon credit and thus all relevant agencies should look carefully in REDD negotiations.

  • Changing our lifestyle is a good start in reducing carbon emission, however, realizing it might be difficult when it touches on cultural issues.

  • SFM is seen as a means of conservation through maintaining the forest in the long run, thus avoiding it from deforestation and regarded as eligible for REDD activities.

  • It is foreseen that the CDM Forestry Secretariat will continue to play its role in forestry climate projects, including VER and REDD projects.
